Ethics charter

This Code of Ethics applies to all the members of the African Lotteries Association (ALA).

By choosing to become or to remain a member of the ALA, each member agrees to carry out their work in accordance with this code.

The association's code of ethics aims to define the moral commitments which govern the relationships between its members. As such, it must be understood and signed by every member of the association upon membership.

The ambition of the African Lotteries Association is based on values shared by all its members. The association's policy is to ensure that its activities comply with high standards of honesty, integrity and professional excellence.

This code represents the association's commitment to conduct its business in accordance with the applicable legislation and rules. It must serve as a guide to identify and handle ethical issues, to provide a mechanism for identifying and reviewing any illegal or unethical conduct, and to help maintain a culture of honesty and responsibility.



Every member shall fulfill its tasks with honesty, diligence, efficiency and equity, in accordance with the applicable legal and regulatory provisions and standards. It undertakes to transpose the rules and regulations of the present Code in its day-to-day practice.

Each player shall act objectively and impartially while ensuring the override of the Association's interests.

This value bestows the internal and external credibility to the professionalism of lotteries, and conditions their vocation, reputation and leadership. Performance and quality development constitute the true value of the Association's members' strategy.

The duty of professional confidentiality and the obligation of discretion are rules that govern members' behavior vis-à-vis any information or fact relating to the Association and not made public as yet, or information communicated by the lotteries.

Each Lottery shall promote, vis-à-vis clients and external partners, as well as other players, a climate of transparency and trust in its daily work.

The Lotteries shall fulfill the tasks assigned to them in accordance with the instructions and regulations that frame their action. Solidarity, collegiality, and mutual respect characterize the relations between the lotteries.

The ALA expects its members to actively promote the association's interests. It also requires them to do so in a loyal and ethical manner, in a way that fully complies with applicable rules and regulations.

Each member, in particular each new member, shall commit to participate in the work of the association and contribute to its functioning and to enhance its image, to the extent of its competencies and availability.

In a more general manner, each member shall commit to show responsiveness when solicited in any way.

In the context of their relations within the association, members may acquire or be led to access information and other elements that are considered confidential by the association or its partners and indicated as such.

Such information shall not be disclosed or used by members, either during or subsequent to their service in the association, except where explicitly authorized.

Likewise, any member which holds confidential information is responsible for maintaining its confidentiality even within the association. In any event, when authorized to do so, members shall act with discretion in communicating this information, and avoid communicating the association's matters in ways that are susceptible to interception or use by third parties.

A personal "conflict of interest" exists each time an ALA member is faced with a choice between its personal interests and those of the association.

Such conflicts could undermine the association's integrity. It is therefore crucial that the service rendered to the association not be subordinated to personal gain and advantage and that all members be accountable for acting in the association's best interests and avoiding conflicts.

The ALA's member lotteries shall commit to ensure the reliability, transparency, and smooth functioning of games, all within a model of framed, balanced, and responsible gaming.

The members shall make every effort to go through the certification process in accordance with the standards set by the World Lottery Association and the European Lottery and intended to promote the ethical principles of "Responsible Gaming".

The ALA's member lotteries undertake to develop and maintain a documented and transparent security environment in order to obtain and maintain public confidence in their operations.

In order to achieve this, the ALA members shall comply with the WLA's security control standards, which are the only globally recognized standards for the lotteries sector.

The ALA members undertake to guarantee the security and confidentiality of players' personal data in accordance with the applicable laws.

In the event of failure to comply with any of the clauses of the present code, the association's Executive Committee can decide that the member in question be struck off. It will inform the other members of the Association without having to specify the reasons for this decision.
